BIG LIFT Citywide Storefront Improvement Grant Program

The BIG Lift is BCIC’s citywide storefront and site improvement grant program, helping small businesses across Brownsville invest in how their properties look and function. It reimburses 80% of approved exterior improvement costs, up to $30,000, so owners and tenants can refresh facades, signage, lighting, parking, and outdoor spaces that bring customers in. Unlike the downtown-focused BIG Program, BIG Lift is open to eligible businesses throughout the city, opening to one electoral district at a time on a rolling schedule.

BIG Lift focuses on visible, lasting improvements to the outside of Brownsville’s small businesses, the kind of work that strengthens a storefront and the block around it. Priority goes to projects that restore and modernize facades, replace aging signage, doors, windows, and awnings, improve parking and outdoor seating, and add exterior lighting or drought-tolerant landscaping. The program is built to reach locally owned businesses citywide, helping established operators reinvest in their property and their neighborhood.

Terms & Eligibility

Grant award

  • Reimburses 80% of approved exterior improvement costs, up to $30,000. You cover the remaining 20%.
  • It works as a reimbursement: you fund the project upfront, then BCIC repays its share after the completed work and documentation are approved.
  • Minimum total project cost is $2,000. BCIC’s share is capped at $30,000 — any cost above that is the applicant’s responsibility.

Who can apply

  • For-profit, locally owned businesses operating within Brownsville city limits.
  • Open and actively operating for at least 2 years, with fewer than 20 employees.
  • Property owners, or tenants with at least 24 months left on the lease (or a documented renewal option) plus a notarized owner authorization letter.
  • Current on property taxes, with no outstanding code violations, liens, or compliance issues.
  • Two contractor quotes, at least one from a Brownsville-based contractor.
  • Bars and taverns qualify only with a valid TABC Mixed Beverage Permit and Food and Beverage Certificate.

Home-based businesses, nonprofits, and residential or multi-family properties without a commercial storefront are not eligible. Other restrictions apply — see the full guidelines.

What it covers

Exterior improvements only, including:

  • Façade work: painting, re-siding, cleaning, architectural restoration
  • Doors, windows, and awnings
  • Signage repair or replacement
  • Parking lot resurfacing and striping
  • Drought-tolerant landscaping and hardscaping
  • Outdoor patios and seating
  • Murals and public art (designed and installed by a local artist, approved by BCIC)
  • Exterior lighting

Not covered: interior work, new construction, equipment or HVAC, security systems, routine maintenance, and any work started before BCIC issues a Notice to Proceed.

Good to know

  • One grant per person, business, and property address.
  • Funding is limited and the program is competitive — not every eligible application is awarded.
  • Applications open by district on a rolling schedule.
  • A two-year preservation and reporting period applies after the project is completed.
